Shabu, a local crystal meth, has dominated the Philippine market for the past two decades. Due to rigorous work hours and a severe shortage of prospects for the poorest Filipinos wishing to work longer hours and earn more money, its popularity increased as a stimulant.
The drug trade in the Philippines is estimated to be worth $8.4 billion USD. While the country's drug trade has been under the hands of Chinese drug traffickers, Horacio Hernandez Herrera, the suspected third in command of Mexico's famed Sinaloa Cartel, was at the center of a 12 million peso ($255,000) narcotics bust earlier that year.

Since taking office in 2016, President Rodrigo Duterte has launched an aggressive anti-drug campaign. Extrajudicial killings and staged crimes have been accused of receiving rewards from the government. This was refuted by the government. While the police claim that approximately 6,000 people have died as a result of the drug war, human rights organizations estimate that the death toll is closer to 27,000 individuals.
